Filefield Local (not in CVS)

New features added during the Portland Implementation:
1. Ability to add files from a folder and preserve their original location (as opposed to moving them to a new directory)

2. Ability to disable adding files if they already exist in the drupal filetable (based on filename)

Together, these two upgrades enable the workflow needed by Austin and Portland which skips the initial ffmpeg mpeg2 conversion, since they have dedicated encoders that already create the mpeg2 by the time the producer gets to the website ingest step. It also provides compaitibility with the princeton/telvue RAID which requires the mpeg2 files be stored in a flat directory on the RAID.
